How come we don't know the answer to the immaculate reception?

With today's technology, digital enhancement,frame-by-frame,Zapruder- like ysis, why can't we see if the ball hit the Raider or Steeler? I have never seen a frame by frame shot of the play; only full speed or old fashioned slo-mo. It's time to have a definitive answer to NFL's most controversial play.
