Is my cpu to hot hot?

Depends upon the brand of motherboard. That 82c could be the chipset,system, or cpu temp. On some boards that sensor doesn't exist. But whatever it is its running very hot, almost critical. I would turn everything off asap and check to make sure the cpu heatsink is seated properly and all the fans are running. Then i'd go back and recheck the temp readings for the cpu in bios just to be sure.
