Shaving help for asian(indian) skin??

ok im 18 years old and i have started to shave properly all over my face using a conventional blade (gillette).i want my baby face again and i have started to know that my skin is getting unclear, rashes etc. cos of the shaving,. and i do shave properlym with the after shave balms and shaving foam. i dont want thick stubby facial hair, so would it be better if i go for on of those Philips shavers (philishave, maybe the coolskin one)?? are these philishaves more healthy for the skin, and make your facial hair grow back more fine and thin?
